NEIGHBOURHOOD PLAN - PROGRESS TO-DATE

Since the last report considerable attention has been given to the feedback received at the engagement day event held March 2019. This event provided the opportunity to demonstrate the findings and feedback from earlier engagements stretching back to the Parish Plan in 2012 and earlier had been used as the foundation for the way the plan was developing.

The feedback from the March 2019 event was very encouraging and further work   was undertaken to clarify  and amend certain aspects of the plan as it stood then .

South Gloucestershire Council were undertaking a screening opinion of the draft document and a formal decision that following analysis of likely significant effects, SGC considered that the Oldbury Neighbourhood Development Plan was unlikely to have any significant effects on the environment was received in December 2019. The initial opinion of the council was that a Strategic Environmental Assessment of the Oldbury Neighbourhood Development Plan was not required.

SGC also provided comments on the plan as it then stood which again were carefully reviewed and some further changes were incorporated into the draft Plan

A ‘raised’ version of the Plan was prepared reflecting where appropriate the comments and advice received, this was used to undertake the regulation 14 consultation which took place between March 16th and April 27th 2020. Information was circulated by post to all households in the Parish and to the Statutory Consultees. Copies of the plan where placed in a number of public locations with information to advise how to comment on the plan. Further publicity was provided through the 4WARD (Community Magazine) and the local press.

The feedback from this stage of the  planning process  was  carefully assessed and  some changes made  to the plan  again to reflect  the issues  and concerns certain members of the community and Statutory Consultees had raised .

Having completed the Regulation 14 stage, the plan with the amendments incorporated was considered ready for the Regulation 15 stage of the Planning Process. This is the stage at which the Plan and accompanying documents is formally submitted to SGC.

The accompanying documents, include a consultation statement containing details of the persons and bodies who were consulted about the proposed neighbourhood development plan; how they were consulted, the main issues and concerns raised by the persons consulted; and describes how these issues and concerns have been considered and, where relevant, addressed in the proposed neighbourhood development plan.
